Agentic AI and RegTech: Automating Compliance and Risk Detection

The compliance industry has a ratio problem. Between 90% and 95% of all alerts generated by anti-money-laundering transaction monitoring systems are false positives. Each must be investigated. Financial crime compliance costs more than $61 billion a year in North America alone, with the average institution spending $72.9 million annually on AML and KYC operations. Global regulatory fines reached $3.8 billion in 2025, surging 417% in the first half of the year. The industry spends vast sums producing overwhelmingly inaccurate results, then pays billions more in penalties for the inaccuracies it missed. Agentic AI and RegTech are converging to offer a structural alternative: not a faster way to process bad alerts, but a fundamentally different way to run a compliance function.

The RegTech market hit $19 billion in 2025 and is forecast to exceed $100 billion by 2034, growing above 20% a year. The agentic AI market specifically is expected to reach $10.86 billion in 2026, rising to $93.2 billion by 2032. Capital is flowing at that pace because the buyers have stopped trying to optimise the existing model and started replacing it.

From Assistants to Agents

The distinction between generative AI and agentic AI is not a branding exercise. It is an architectural difference that determines what the technology can do inside a compliance function.

A large language model is reactive. It takes a prompt, produces an output, and stops. It can summarise a regulatory filing or draft a suspicious activity report. Useful, but passive. The compliance analyst still decides what to ask, when to ask it, and what to do with the answer.

Agentic AI works on a different principle. It is composed of multiple specialised software agents, each built for a specific function, that operate together toward a defined objective. One agent handles sanctions screening. Another ingests and analyses documents. A third scores risk using probabilistic models rather than static rules. A fourth drafts regulatory filings. An orchestration layer coordinates their outputs, enforces guardrails, maintains audit trails, and escalates to a human when predefined thresholds are crossed. The agents do not wait for instructions between steps. They reason about what comes next, execute, and move on.

The simplest way to understand the difference: a large language model is a research assistant who writes a good memo when asked. An agentic system is a junior analyst who takes a case file from intake to completion, pulls in the right data, runs the right checks, and puts a finished package on a senior officer’s desk. The human still makes the final call. But the human is exercising judgment, not performing data entry. Agentic AI and RegTech are, for the first time, making that realignment operationally achievable.

Both Forrester and Gartner have identified 2026 as the year this architecture moves from pilot to production. Adoption of advanced AI tools in KYC and AML surged from 42% of financial institutions in 2024 to 82% in 2025, according to Fenergo, with Singaporean firms leading at 92%, followed by the US at 79% and the UK at 77%.

Agentic AI and RegTech in Transaction Monitoring

The most immediate returns are in anti-money-laundering operations. Traditional transaction monitoring applies static rules: flag deposits above a threshold, flag patterns that might indicate structuring, flag counterparties in high-risk jurisdictions. The rules cannot distinguish a routine payment from a laundering typology. So they flag both. The cost is enormous: analysts spend the vast majority of their time investigating alerts that lead nowhere, while the alerts that matter risk being buried in the noise.

Agentic platforms replace this with autonomous investigation. When an alert fires, a screening agent pulls the customer’s full profile. A second queries sanctions databases and adverse media feeds across jurisdictions. A third evaluates the risk against the institution’s appetite framework. If the case warrants it, a reporting agent drafts the SAR, attaches supporting evidence, and routes the completed file to a senior analyst. The entire chain executes without manual intervention at each step.

The performance data from early deployments is consistent. Unit21 reports that its agentic platform reduces case handling time by up to 90%. One client saw alert volumes drop by 72%. A Singaporean institution combined NLP and anomaly detection to achieve a 40% drop in false positives. Napier AI estimated that US institutions alone could save $23.4 billion through AI-powered compliance, with German and French firms at $14.2 billion and $11.08 billion respectively.

Regulators are not discouraging this transition. They are punishing the alternative. The FCA fined Barclays £39.3 million in 2025 for monitoring failures that allowed £46.8 million in criminal proceeds to pass through. The US Department of Justice took over $504 million from OKX. The EU’s Anti-Money Laundering Authority began operations in Frankfurt in July 2025, with direct supervisory powers from 2028. Singapore and South Korea have both introduced AI-specific governance requirements for financial services. Enforcement is converging globally. Banks including Wells Fargo, Eurobank, and Metro Bank have already embedded agentic AI into core compliance systems. NatWest is piloting it for complaints handling. Lloyds has launched an employee-facing deployment. Agentic AI and RegTech are producing the outcomes regulators want.

Agentic AI and RegTech in KYC and Client Onboarding

KYC is where the gap between regulatory expectation and operational reality has become most acute. Corporate client onboarding averages more than six weeks in UK corporate banking. 70% of firms lost clients due to inefficient onboarding in the past year, up from 48% in 2023, according to Fenergo’s 2025 industry survey.

The process is slow because it is fragmented. Analysts cross-reference registries, beneficial ownership databases, and due diligence questionnaires across jurisdictions, often duplicating work a colleague elsewhere has already completed. The inconsistency is the real liability. A bank applying rigorous checks in one jurisdiction and lighter standards in another is not demonstrating risk-based compliance. It is demonstrating a process that depends on which analyst happens to be available.

Agentic systems restructure this around specialised agents. One handles document collection and validation. A second cross-references beneficial ownership across jurisdictions. A third scores risk and generates remediation requests automatically. JPMorgan has deployed an AI-powered KYC engine that increased productivity by up to 90%. A large Dutch financial institution achieved a 90% reduction in onboarding time and a 30% cut in staff workload, according to Deloitte. By 2026, 70% of new account onboarding is projected to be fully automated.

Vendor Risk and the Coverage Gap

Third-party risk management is where agentic AI and RegTech address a structural blind spot. Modern enterprises depend on sprawling vendor ecosystems, each link carrying regulatory and operational exposure. When Delta Air Lines’ crew-tracking system failed during the 2024 CrowdStrike outage, one vendor incident cost the airline roughly $500 million according to its CEO, Ed Bastian, and triggered a Department of Transportation investigation. More than 30% of data breaches now involve a supply chain partner.

Traditional TPRM runs on annual questionnaires, static risk tiers, and spreadsheets. Most organisations can rigorously assess their top-tier suppliers. The rest sit in a blind spot. Vincent Scales, who leads third-party risk at CVS Health, has noted the circular frustration: vendors receive lengthy questionnaires demanding information the assessing firm should already possess.

Agentic platforms restructure this end to end. SAFE Security deploys more than 25 specialised agents for vendor onboarding, assessment, and continuous monitoring, reducing manual effort by up to 90%. Its Contract Intelligence Agent parses fifty-page vendor agreements and flags missing security clauses in roughly 45 seconds. Treasure Data reported a 94% efficiency gain: SOC 2 reviews dropped from 35 minutes to two, ISO assessments from 15 minutes to one. Zania launched an autonomous TPRM platform in early 2026. Its founder, Shruti Gupta, described the design principle: grounded in evidence, built to survive an audit.

The shift goes beyond speed. Agentic AI and RegTech make it possible to assess every vendor, not just the critical few. The coverage gap can be closed rather than excused.

The Workforce Question

The efficiency gains raise an obvious question: what happens to the people? Compliance departments at major banks employ thousands of analysts whose daily work consists of the alert triage and case processing that agentic systems now automate. If the technology handles 90% of case work autonomously, the arithmetic is uncomfortable.

The reality is more nuanced but not as comfortable as some vendors suggest. The role of the compliance analyst is being redefined, from investigator of false positives to supervisor of autonomous systems and handler of complex edge cases. That is a higher-value job. It is also a fundamentally different skill set. An analyst who has spent a decade pulling data from screening systems and populating SAR templates brings deep process knowledge. But the new model values risk interpretation, model oversight, and regulatory judgment over procedural execution.

The talent gap cuts both ways. Institutions already struggle to hire skilled compliance professionals. Agentic AI does not reduce the need for expertise. It concentrates it. The remaining human roles demand more sophisticated capabilities, not fewer. And the transition requires investment in training, role redesign, and change management that most institutions have not yet budgeted for. Eighty-eight percent of firms reported higher internal approval rates for compliance modernisation when AI was positioned at the core of the business case. The appetite for the technology is there. The appetite for the organisational upheaval it demands is less certain.

The risk is not theoretical. It is an engineering problem that demands model risk management frameworks equivalent to those applied to trading algorithms.

Boards, Regulation, and Oversight

More than half of directors surveyed in 2025 said emerging technology threats were not a standing board agenda item. That indifference sits awkwardly alongside a regulatory environment accelerating on every continent. The EU AI Act carries fines of up to €35 million or 7% of global turnover. The US introduced more than 1,100 AI-related bills in 2025. China enforces some of the world’s most prescriptive AI governance rules.

An Infosys survey found that 95% of organisations had experienced at least one AI incident, including privacy violations, systemic failures, and inaccurate predictions. Only 2% had adequate guardrails in place. Of those incidents, 77% resulted in financial losses. The World Economic Forum has cautioned that the real danger is not breakdown but misdirection: an agent optimising with precision for the wrong objective. The WEF called this hyper-competence applied to a flawed metric.

Agentic AI and RegTech are infrastructure, not oracles. They handle rules-driven, high-volume work with speed and consistency that human teams cannot match. They do not eliminate the need for judgment. They make it possible to deploy judgment where it counts. Compliance teams now face the unusual task of governing the tools they use to govern everything else.

Data Architecture Decides Everything

Companies report average returns of $3.50 for every $1 invested in agentic AI, with the top 5% earning $8 per dollar. Gartner projects that compliance functions will increase GRC platform spending by 50% by 2026. The economic case is settled. What remains unsettled is whether institutions are ready.

Grant Ostler at Workiva has described this as a tipping point toward a complete reset. His first instruction to leadership: eliminate the data silos that fragment risk information across the organisation. It is the least glamorous priority in a field that has recently attracted a great deal of attention, and it may be the most consequential.

Agentic AI and RegTech are only as effective as the data beneath them. An AML agent querying a fragmented customer database will return different risk scores depending on which silo it reaches. The outputs will be confident, auditable, and wrong. The scale of this problem is underappreciated. A Deloitte survey found that more than 90% of data users at banks reported the data they need is often unavailable or takes too long to retrieve. Eighty-one percent cited data quality as a top challenge. McKinsey found that a US bank’s legacy system met just 75% of its compliance requirements before adopting automated RegTech; after deployment, coverage rose above 95%. But that required unifying the data architecture first.

The parallel with cloud migration is instructive. Banks that rushed to the cloud without consolidating their data estate spent years untangling the consequences. The institutions that benefited most treated migration as a reason to clean up their data, not a substitute for doing so. Agentic AI follows the same logic. The organisations that will capture the most value are not those deploying the most agents. They are the ones doing the structural work: consolidating data, building governance frameworks, and ensuring human oversight is embedded in the workflow rather than added as an afterthought.

The compliance failures of the next decade will not come from institutions that refused to adopt agentic AI and RegTech. They will come from those that adopted it on broken foundations and mistook the confidence of the output for the quality of the input.
